Franchises, as granted under this article shall be by ordinance and such ordinance
shall thereafter be published once a week for three weeks in the official city newspaper
and shall take effect and be in force 60 days from the date of final passage, unless
within that period a protest petition, as provided in K.S.A. 12-2001, is filed with
the city clerk, in which event the mayor shall call a special election for such purpose
and procedures substantially similar to those in such statute shall be followed.
